Michael Warfel, Vice President, Government Affairs, Highmark Inc.
Since January 2004, Michael Warfel has been the vice president of government affairs at Highmark Inc., one of the largest health insurance companies in the nation. In this position, Mr. Warfel is responsible for state and federal legislative public policy and regulatory issues. He served as the government affairs director from 1995 until early 2004 before being promoted to vice president.
Prior to joining Highmark Inc., Mr. Warfel was the chief of staff to state Senator Noah W. Wenger. He was employed by Senator Wenger from January 1988 until August 1995.
Mr. Warfel, a Lancaster County native, is chairman of the Millersville University Council of Trustees. Also, Mr. Warfel is a past chairman and member of the board of directors of the Pennsylvania Partnerships for Children.
Mr. Warfel graduated from Millersville University with a bachelor’s degree in political science in 1984. He is also a 1987 graduate of the University of Pennsylvania, where he earned a master’s degree in governmental administration.
